Still not enough, if you ask me.  The UCI needs to enforce team penalties for individual riders caught doping, and by team, I mean owners, too.  I’m talking suspension of the team from that race, suspension of the individual for 2 years, plus fines for the team, including owners.  You can’t tell me that for any individual doping on a team that there isn’t at least one other person on the team who is either doing the same thing or is at least aware that it is being done.

Furthermore, I think there should be no statute of limitations on testing.  Just because the technology doesn’t exist now to test and find something illegal doesn’t mean it isn’t still illegal.  If, in 25 years, we find a Tour De France winner was doping, then they should be stripped of their title and removed from the record books.

Then again, this shouldn’t just apply to cycling.  All sports should be this strict.
